2020年シーズンのNFLのルール変更点をルールブックより抜粋。文章だけだとなんのことやらよくわからないが、今シーズンが終わるころにはわかるのかもしれない。
１．概要
変更点の概要は以下のとおり。○-○-○はルールブックの記載箇所。
(1)4-3-2：Modifies fouls that cause the clock to start on the snap.
スナップ前に意図的にファウルして時計を進めることに対する変更
(2)12-2-9：Modifies defenseless player protection for players fielding a kick.
キックリターナーの無防備な体勢に関する説明の追加
(3)12-2-7：Expands definition of a blindside block.
ブラインドサイドブロックに関する説明の追加
(4)15-2-4, 15-3-2：Modifies requirements for awarding ball following replay review.

２．変更点
２．１ スナップ前に意図的にファウルして時計を進めることに対する変更
第4クォーターもしくはオーバータイムタイムにおいて、タイムアウトがあけてレディフォープレーになった後、スナップ前にオフェンスが意図的にファウルを繰り返しても時計が進まないことが追記された。2019年シーズンのNE@NYJでペイトリオッツがやって話題になっていたらしい。やったベリチックコーチ本人が禁止されるだろうと言っていたらしいが、その通りルールが変更された模様。
If the game clock is stopped after a down in which there was a foul by either team, following enforcement or declination of a penalty, the game clock will start as if the foul had not occurred, except that the clock will start on the snap if:
the offense commits a foul after the ball is made ready for play, and causes the clock to stop before a snap, during the fourth quarter or overtime
２．２ キックリターナーの無防備な体勢に関する説明の追加
キックリターナーの無防備な体勢について、以下の説明が追加された。
キックやパントのリターナーがランナーになるまでの時間を十分とれない場合は無防備な体勢にある。相手との接触を自分で避けられる、あるいは味方の助力で避けられる場合は無防備な体勢とはみなさない。
A kickoff or punt returner attempting to field a kick in the air who has not had time to clearly become a runner. If the player is capable of avoiding or warding off the impending contact of an opponent, he is no longer a defenseless player (for enforcement, see 10-1-1 and AR 12.72).
２．３ ブラインドサイドブロックに関する説明の追加
両タックル間かつスクリメージラインから3ヤード以内のエリアにボールが留まっている間のプレー(close-line play)で生じた接触には、ブラインドサイドブロックの反則は適用されないが、その説明がより詳細になった。スナップを受けた選手(ショットガン隊形でも)がポケットに留まったり、ボールを他の選手にハンドオフしたり、自分で走ったりした場合は、ボールが当該エリアを出たとはみなされないことが追記された。
Note: It is not a foul for a blindside block if the forcible contact occurs in “close-line play” prior to the ball leaving that area. The ball is not considered to have left that area if the player who takes the snap, either from a shotgun position or from under center, retreats in the pocket immediately or with a slight delay, and hands the ball to another player, or runs with the ball himself. This exception does not apply to any action other than a designed play. Any forcible contact in “close-line play” is still subject to the restrictions for crackback and peel back blocks.
２．４ オフィシャルレビュー後のボール保有権に関する変更
２．４．１ ボールデッドで終了したプレーがルーズボールの判定に変わった場合
ボールデッドで終了したプレー(得点やパスインコンプリート等で終了したプレー)がレビューの結果その前にボール保持が失われていたと判定された場合、ルーズボールを直後に明確にリカバーしたチームにボールが与えられる。この「明確にリカバー」という部分に関して以下の補足が追記された。
レビュー前にフィールド上の審判がリカバーしたチームを示していた場合、そのチームが明確にリカバーしたと判断される。
Note: If on-field officials make a preliminary ruling of which team recovered the ball, that preliminary ruling may constitute a clear recovery.
２．４．２ パスインコンプリートがキャッチ＆ファンブルの判定に変わった場合
パスインコンプリートがレビューの結果キャッチ＆ファンブルに変わり、かつどちらのチームがリカバーしたか不明な場合、昨シーズンはフィールドの判定が採用されていた(rulling on the field stands、パスインコンプリート)。今シーズンは、ボール保持が失われた地点でボールを保持していたチームに保有権が与えられるように変更された(ボール保持が失われる前はキャッチなので、言い方が違うだけで結局同じことか？違うパターンがあるのか？)。
If there is no clear recovery, the ball will be awarded to the team last in possession at the spot where possession was lost.
QBの手元のボールがはたかれた時など、フォワードパスかファンブルか判定が分かれることがある。昨シーズンは、フィールド上の判定がインコンプリートパスで、レビューの結果ファンブルしていても、どちらのチームがリカバーしたか不明な場合はフィールド上の判定が採用されていた(パスインコンプリート)。
今シーズンは、ボール保持が失われた地点でボールを保持していたチームに保有権が与えられる。ただし、自陣エンドゾーン内でボール保有権を失い、かつどちらのチームがリカバーしたか不明な場合には、自陣1ヤードにボールが置かれる(ボール保有権は攻撃側のまま？)。
When an on-field ruling is incomplete, and the passer clearly fumbled the ball, the ball will be awarded at the spot of recovery to the team that recovers the ball in the immediate continuing action. If there is no clear recovery, the ball will be awarded to the team last in possession at the spot where possession was lost, except that if possession was lost in the team’s own end zone, and the ball was not clearly recovered in the end zone, the ball will be placed at the one-yard line.
自分で書いていてもよくわからないが、実際に該当することが試合で生じたらきっとわかるのだろう。
